Penhold, the City of Ruin and Rats, was once a gleaming jewel of the kingdom. Its sprawling castle district and bustling city quarters were a hub of trade and prosperity. But now? The city teeters on the brink of collapse, buried beneath its own weight of corruption and ruin. Beneath the grandeur of its old castles and still functioning chariot arenas lies the festering heart of Penhold - the legendary Tomb of the Rat King, an ancient buried fortress that should never have been opened.

Rats now swarm through every street and storeroom, as if paying homage to the grotesque ruler said to rest beneath the city. Legends tell of the Rat King - a being of cunning malice - whose fortress tomb radiates a dark influence over Penhold, drawing scavengers, thieves, and even knights seeking glory or riches. Death carts rumble through the streets daily, collecting the victims of sickness and decay, while pillagers raid the outskirts for what little remains of value.

Despite this, the city still breathes, albeit in fits and gasps. The Legionaries maintain order, their gleaming armor a stark contrast to the squalor. City officials cling to what remains of their power in the high districts, while the lower quarters devolve into chaos. Meanwhile, desperate citizens sacrifice whatever they can tfind in an attempt to appease the Rat King and his vermin hordes. Yet, for all its misery, Penhold refuses to die. Beneath the rot, there is a defiance, a drive to advance beyond ruin.

Penhold is a city of contrasts - power and poverty, glory and decay, life and rot. To walk its streets is to risk losing yourself in its shadowy alleys or falling victim to the whispers that the Rat King’s influence is far from over.
