However, Redgunn's devotion to unbridled commerce has a dark side. The Iron Bank, a monolithic institution of finance, quietly funds risky investments for many of their wealthy clients that often leads to the ruin of many residents. The worst offenders are the predatory capitalists, or "villains," who exploit their fellow citizens with ruthless efficiency, destroying livelihoods in their relentless pursuit of profit. This unchecked greed has sparked growing unrest, with angry mobs, emboldened by their suffering, taking matters into their own hands by storming estates and lynching those responsible for their misfortune.

The city's leadership faces a precarious challenge. The Iron Bank, in its bid to restore order and protect its own interests, has begun secretly funding mercenary forces. Yet many warn that deploying private armies could ignite a rebellion that even the citadel's high walls might not withstand. Redgunn teeters on the edge of collapse, its future uncertain, as the movers and shakers of the city race to outmaneuver both chaos and justice.
