Ruled by the notorious pirate captain "Hamish the Black," the village thrives more on excessive festivals than on solid governance. Vibrant celebrations, complete with fire-lit docks and rum-fueled dancing, serve as both a distraction and Hamish's method of maintaining control. The port itself is utilised by pirates, mysterious traders, and the occasional naval vessel pretending not to notice the lawlessness.

Surprisingly, Frogmoor is home to a celebrated school of marine biology though more students depart for safer opportunities than arrive, lending an air of quiet intellectual decay amidst the pirate-infused chaos. The King's attempts to reclaim this rebellious settlement are more likely to falter than succeed, as the isolation of Frogmoor from major roads ensures Hamish's domain remains untouchable.
